bluetooth not working

I have bluetooth in my pc, but not set up correctly. The chip was put in from another inspiron and the drivers downloaded and installed from dell, but something still seems to be missing. In the control panel, there is a bluetooth configuration icon, but it says bluetooth device not found, please verify that your bluetooth device is properly connected and turned on. This is when the headset is on and has been paired with the computer.

If I go to control panel - system - hardware - device manager, there is nothing there for bluetooth.

I'm trying to get this to work with a vonage softphone and if I re-install the softphone, it finds the bluetooth and connects but with a lot of static. Then, after the computer is turned off, there is no bluetooth option in the softphone again.

Something is missing - can someone help?

I can only suggest you uninstall the bluetooth stack windows driver in control panel>add|remove programs, reboot your laptop, let windows redetect the device then reinstall the BT drivers.
