cannot change back from 200 dpi setting

Could someone help me please.  I changed my dpi settings to 200% (196 dpi) on my Inspiron 9100 but cannot manage to change them back to normal (96 dpi). 
 
When I chose "Display Properties"->Settings->Advanced->DPI setting and attempt to change it from 196 DPI to 120 DPI, I first get "Any font changes resulting from a new DPI setting will take effect after the fonts are installed and Windows is restarted."   I click on OK, but from what I have read I should then click on 'apply'.  However, the word 'apply' is not visible on the screen.  Could it be that it is at the bottom but my monitor doesn't permit me to see down that far.  I have tried restarting windows, but to no avail.  When I go back into Display Properties"->Settings->Advanced->DPI  the 200% (196 dpi) is still selected.  Any help much appreciated.

Try dragging the window up so that it reveals the 'Apply' button.  Another possibility is to TAB down to the button and hit ENTER. (Rather than trying to click it with the mouse.)

I couldn't manage to drag the window up, but eventually managed to reach the apply button by removing the taskbar from the bottom of the screen and repositioning it at the side.  I will remember about using the tab button though in future. 
 
It's a difficult thing because with the normal (100%) dpi set on my notebook, the text and icons are so small that using the computer is very uncomfortable.  However, the increased dpi prevented me from working on images in Paint Shop Pro properley.  As has been discussed on the Dell forums, the images actually appear smaller with increased dpi, even though the text appears larger.  I had been trying to make buttons in Paint Shop Pro that I had made umpteen times before on my previous computer, and couldn't work out how even the smallest point text would no longer fit inside them.    Once I managed to get the dpi back to normal the problem was fixed.  The only thing is now everything is so tiny again on my screen that I am getting eyestrain just looking at it.    I have adjusted the icons sizes using the control panel > appearances >effects > use large icons > ok > apply route, but the text is still too small to use comfortably.   I guess there is no alternative but to change the dpi setting back and forth whenever I need to use text on top of graphics in Paint Shop Pro.  The only nuisance with that is that it involves restarting the computer each time the dpi is changed.

I have concluded that although the WUXGA screens looks incredible it is simply too high of a resolution for a 15.4 inch screen.  Bumping the DPI to 120 or 144 does indeed help, but unfortunately there is a drawback with this solution, namely Windows does not fully support anything other then 96 dpi.
 
Basically the Microsoft Windows Graphics Device Interface does not scale properly when using a display at other than 96 dpi.  Most web sites and applications still render OK at a non-native DPI, however every once in a while you will notice buttons that don’t line up, drop down boxes that are hard to read, text that overlaps, etc.
 
Microsoft acknowledges this issue and they claim it will be fixed in the next major windows release (I assume Longhorn):
