Errors Reinstalling Windows Vista Operating System

When I used the Operating System Reinstallation DVD/CD on my inspiron 1520, it got to the point where it had to restart my computer several times but when doing so it restarted and came to a black screen that only said "A disk read error occured. Press Ctrl +Alt +Del to restart".  When I press it, it restarts and goes right back to the screen.  The same thing happens if the computer is turned off and on again by the power button, there is no way to get past it.
