Press F12 at powerup.  Boot to the diagnostics and run an extended test on the hard drive.

Already done. Diagnostic results were okay.

This unit was originally UBUNTO os.. converted to windows

Just to clarify, are you just saying you see this error prior to Windows loading and would like to get rid of it, or are you seeing this error and then NOT seeing Windows load?  If the former, that error appears because you have the NIC enabled as a possible boot device placed higher than the hard drive, so all you have to do is move the NIC below the hard drive in the boot order.  You could also disable PXE for the NIC (also in the BIOS) since most people outside of enterprise networks have no use for network booting.  While disabling the NIC entirely would also work, that's unnecessary and obviously may not be practical for some.

If you're seeing that AND Windows won't boot, then yes ejn63's suggestion is on point.

@jphughan yes i could not go to windows boot. Already disabled NIC. And when rebooting it displays

REBOOT AND SELECT PROPER BOOT DEVICE OR INSERT BOOT MEDIA IN SELECTED BOOT DEVICE AND PRESS A KEY.

but i already inserted a disc to reformat it just to be able to use my unit. But stil.

If you're now trying to reformat your hard drive and you want your system to boot from the disc you inserted, try pressing F12 while the Dell logo is displayed at startup in order to bring up the one-time boot menu, which you should then be able to use to boot your system.  If not, it's possible that the disc you're trying is only intended for Legacy BIOS systems while your system is currently configured to boot in UEFI mode.  In that case, you could technically switch your system to Legacy mode, but you should really stick to UEFI, because if you boot an OS installation environment while in Legacy mode, it will set up the hard drive for Legacy mode, not UEFI.
