ASF2 force off, Lat e7440

Latitude e7440, bios A28 (last), 8GB RAM, Samsung 1TB, W10 Pro

When I power on my Lat, after a short disk access, it seems to be frozen for 25-30 seconds (it does nothing, but bios is not configured to do so).
After this period it shows the Dell's logo, but it works only for around 10 seconds more: around after 35 seconds from the power on it powers off, even if I'm changing some item in the bios configuration!!
A "Power off - ASF2 force off" message is written to the bios system log.

Soon I power on it again: this time it takes more than a minute to look around the nothing. After around 80 seconds (from power on), it starts accessing the SSD and in few seconds the windows 10 login page is displayed.

The ME subsystem is disabled (can I re-enable it? Is it useful to the system? It is useful to me to solve this problem?)
The mainboard has been changed and the W10 configuration ( Device Manager ) has no complains.
