I use a latitude 7280 whit windows 11 and Bluetooth options are unavailable.

You can try using the Windows 10 driver on this support page. You did not specify which network card you have installed on your 7280. Since that model is not supported by Windows 11, Dell will not issue drivers for that OS. So you may have to search out drivers from Intel's site or if it is a Qualcomm based card then the Qualcomm site.
If that does not help you can alternatively purchase a USB Bluetooth adapter for use on your laptop. Those can be found at Amazon here to mention one site.
