@Chino de Oro Unfortuantely, F10 on my unit is prt sc (I'm not even sure how I would even use this option). I think on my laptop, it is an all or nothing matter for the lighting.

Not every laptop has the same keyboard layout. Since you did not disclose any information about your device, only general response be provided.
Refer to the user manual of your specific Latitude model to confirm if the backlight is a fixed brightness.
Visit Dell knowledge base and frequently ask questions to learn more about keyboard usage, shortcut key, hot key, Fn key, Print Screen key, etc...
