Solved this issue by upgrading the bios firmware as suggested by the technical guidance from Dell customer care.

If the USB drive is UEFI-bootable, it will appear in the boot list, when you manually invoke it by pressing F12 a few times at powerup.

If it does not show, it means the drive isn't UEFI-bootable.  It's not uncommon to need to prepare a custom boot flash drive for UEFI (and particularly if IRST is active, Intel RAID support).  The support community for whatever  distribution of linux you're trying to install will have the details.

For those who are struggling with this, the following is how I achieved installing Ubuntu using a USB stick with UEFI Boot.
1.-Prepare the UEFI boot USB stick.

2.-Since the Latitude 5420 does not recognize the USB , use a USB-C to USB adapter and connect your regular USB stick.
I got the idea to use a USB-C to USB 3 adapter from the first paragraph in theregister com linux_nonapproved_laptop

3.-You should see your USB stick during boot

I have Dell 7410 and still can't boot with Linux.

Bios was upgraded to the newest version.

I was trying many options from bios - there is not possible to boot from Linux boot menu (YUMI).

Older laptops (like Lenovo T430 is starting fine from this USB). Even new laptops are starting.

Only this one resists :-(
