CPU Core Speed stuck at 0.80GHz Latitude e7440

Hello every one,

I try the core speed of my cpu won't exceed 0.78 Ghz. I've updated the bios to A25 check that's not the issue. Power options in the windows settings are high performance so that's not the issue either.

The core speed is the same when the PC is idle, and when I send it through stress test.

My PC specs

Intec cor i5 4310u

8Go Ram

256 SSD

windows 10

I manage to solve this issue by disabling Intel StepSpeed on BIOS.

For me, the solution was to return to 'Dell Command | Power Manager' and reset "Battery Setting" to Standard.

I had customised "Start Charging: (at or below)" to 50% so that the battery could be drained down to 50% before it would be charged again.

Apparently, a battery at 75% not being charged was understood as "running on battery" (rather than on AC power), if not worse...

I own a Dell Precision 6800 with I7-4810mq and experience the same identical issue.

I tried everything I knew that could impact this plus I even tried Throttlestop, and it helped a little, but reset after every restart, so very not the solution.

I then tried the BIOS and removed the checkmark on the "Enable Intel Speedstep", and so far it works perfectly. I tried other settings in the Bios, and without listing them, they did nothing.
So for me it is solved.

@Rhyme​ based on the comments above, i also have the same pc and facing this issue for the past 2 years, i upgrade RAM, changed batteries etc but nothing worked.

So far i tried @Rhyme method of removing the charger,  for the past hour the pc is running at full CPU capacity 2.5ghz.

i have plugged in the charger now, i will update you guys with the result.. so far this is the solution i think is working

@dimqa​ i believe your charger is 45wats or 60Wats, try charging with a 90watts charger i think it will work

Thanks for this tip. I've managed to get back my CPU speed again :)
I have toggled off the option for "Intel SpeedStep TM" in BIOS
