Welcome to the Dell Community @cspguy
Disconnect the AC adapter.
Remove Main battery.
Remove Base Cover.
Disconnect BIOS/RTC battery.
Connect AC adapter and power-on for a few seconds.
Disconnect AC adapter and connect BIOS/RTC battery.
Reassemble and try installing update again.

If you had trouble I'll try it on 3-4 E6430's in the morning.
I'll first update to A23 then update to A24 and post my results.
NOTE:
Have you been able to update to A24???

I tried this going from A23 to latest A24 and this did not work. It does resolve some issues sometimes, just not this time.
