Dell E7470 Battery issues
So i got a used Dell E7470 that had no functioning battery. The laptop worked fine for a while but every time i turned it on it would run at 0.5 GHZ and it be stuck at that speed no matter how many restarts it got. I removed the cable and the battery from inside and after some investigations i turned off Intel SpeedStep and the laptop worked fine and it got to 2.3Ghz. Now with the battery out and SpeedStep turned off is there any potential damage been done to the motherboard if i run it like this for a while or it's just fine? Is there any way that i could determine if it's the motherboard that's causing this issues? Don't want to get a brand new battery and to find out that it's not working at all. Any advices?

Before doing anything else, is the AC adapter correctly sensed? Check by going into setup (F2 at powerup). If the adapter shows "unknown", the system will not run at full speed.
Note: the adapter is not necessarily detected simply because the system does run -- the adapter needs to be OEM and correctly sensed for the system to run at full speed.
The presence or absence of a battery makes no difference to whether or not the system runs at full speed.
If the adapter is not detected, it's usually a faulty adapter or DC input jack.

Well i entered the BIOS and it says AC Adapter=UNKOWN but i believe it might be the DC input jack since it's a used and it doesn't have the plastic cover inside it. Is there any way to test if the battery is working/cable? The battery itself is not bulged or anything. I think when i started Windows 10 it said battery not detected or something like that.
Is there a way i could buy a DC Power Input Jack with Cable for the laptop?! Since i live in East Europe i don't think we have a authorized Dell Shop in the region

Replace the DC jack first before going toward the battery. It does not matter at this point -- the system will not function correctly without a properly sensed AC adapter. I cannot assist with a source, but the part you need is this one:

Changed the adapter today and it's shows AC: 65W
