Dell laptop/Latitude E5540/Inf Boot Loop

My laptop just keep turn on and off again and again. Its been like this for months and has been completely unusable, so i thought i actually reach out for support. That being said, i tried everything, LITERALLY everything. Ive, ran a test using the f12 button, it says everything FINE. Corrected the date & time, NOTHING. Checked for updates, NOTHING. Removed all usb cables ofc, NOTHING. Switch to legacy and back NOTHINGGG. Guys, i dont know what to do. Please help!!!

Replace the HDD with an SSD if it has not been done already.  Create a Windows 10 USB drive using MS Windows Creation Tool.  Restore BIOS settings to default and perform a clean installation of OS.

@Chino de Oro​ Idk if it has been replaced with an SSD drive nor how to check. About the windows 10 usb stuff, i have another computer with windows 10, but not a usb drive, that ill have to get. Hmmm...?

@Chino de Oro​ is there any specific usb drive i should be looking for? Like i know the rec is 8Gb anything thing else, just to be safe?

To check if you have a HDD or SSD and to get familiarize with your system, you can refer to the user manual and following the procedure for hard drive removal to take a look at your current storage. 

Many websites offer tutorials for Windows installation.  You may want to review the process ahead of time while awaiting for your USB drive to arrive.  As for the 16 GB USB drive in your link, it should work.  It requires at least 8 GB or more to hold the Windows installation image.  Also, note that the 32 GB is cheaper for some reason.

@Chino de Oro​ Ok, maybe last but not least, just so i dont hate myself later, can i install windows 10 on a usb drive, for my Dell laptop from, an hp windows 11 laptop? I swear, i couldn't find the answer, anywhere.

Certainly, you can use any working Windows 11 desktop/laptop to prepare a Windows 10 installation media.  As mentioned in my first post, you can go to MS site and download Windows Creation Tool (to your HP laptop).  Double click the file to run and following the instructions to prepare a bootable Windows 10 installation media (with your newly purchased SanDisk).  After seeing a message, Getting a few things ready, you must accepting the license terms, then select Create installation media (USB) for another PC.  Select prefer language, select Windows 10 edition and architecture.  The process then would run by itself in the background.  When complete, remove the USB drive and it will be ready to use for installation.
