Dell Latitude E5250 no power - solid power light

Hi,

I have this laptop not powering up. When I plug the charging cable the power light (white) is solid and the battery light is solid (amber).  No any other lights. I checked owners manual & I cannot see that combination. 

I tried a hard reset, opening the back cover & taking off the battery etc. 

Any Idea?
