Dell Latitude E7400 - Windows 11 - Intel Engine Management Components

Update:

I used Avast Cleanup Software and got the software removed and manually removed the driver from the device manger. Now it is just a "PCI Simple Communications Controller" under "Other devices". I am trying to reinstall, and I get the same errors and I have tried all version available from Dell to get it in re-installed. See new error log from latest driver package below:

All hardware and drivers have been updated to the latest patch set. This is the last one I need to do and I do not want to format the machine. It would take too long. I wish this was much clearer and I looked at Dell's troubleshooting doc for "DEP_HARD_ERROR" error and it looks to be a generic code. Any help? Please and Thank you very much!
