It automatically prompts you for that when you run the first tile (Drivers and updates)
if it's not, go to https://www.dell.com/support/home/en-us enter your service tag.
and search for "

You don't see it running.
In your factory shipped hard drive there is a partition for factory image, So whenever you factory reset your machine, this image is used for the purpose. (F12 > SupportAssist OS Recovery)
This tool keeps the factory image partition updated with the most current build of OS tested by Dell. For an Example if you bought the machine in 2020 that factory image partition may have the OS build 1909 or prior. But this plugin will update that to version 21h2 or newer.

How did you check it's version ??
Are you checking the OS version of your computer ?
You can upgrade your OS by simply running windows upgrade assistance tool.
As far as OS recovery partition is concerned, it will run on it's own if a more later OS build is available in Dell's catalogue for your model, there is nothing you can/should do about it.
