I've been having issues with the Dell Command update as well. Just got the same error message myself starting this week. (Warning: No updates downloaded successfully)
Updates that are continuously failing for me on Optiplex 7060 are as follows:
Intel Rapid Storage Technology F6 Driver
Intel UHD Graphics 610/630 Series DC Driver
I contacted Dell support and they advised me that they are currently updating their .cab files for the driver stores on the server. These are rolling updates so you may see temporary downtime. I was not told an estimated end date on this maintenance/update.
... Now in September and still cannot download updates. "Warning: No Updates Downloaded Successfully". I was able to go to the DELL Support Website and Install the "SupportAssist" Software and then run the "Detect" Drivers and Updates from the website and was able to install some Drivers from there for the card reader, graphics and chipset as well as a BIOS update. Bad News is that DCU still detects 5 Updates that it cannot download and the website does not detect these ones.... The Struggle Continues - Manually like the "Good 'ol days"!

Playing with this today I found that installing the DELL SupportAssist Software, and running it right from the computer its installed on. allowed me to download some of the other updates that were available for my machines. Still though, it does not grab all the needed drivers, it left the system needing drivers for the SM BUS Controller and the PCI Data Acquisition and Signal Processing Controller. Which should be relatively easy to download and install from the website manually! ... So not a perfect fix or work around but a little bit better than "No Updates Successfully Downloaded"! DELL Command Update continues to fail after the SupportAssist Updates. [Downloading 3 of 5 with 0 MB of 1 GB transferred! :-/]

Funny thing and the main reason I'm here. After yesterday BIOS upgrade and Intel Management Engine Component, my screen starts flickering every 2 - 3 minutes. Not sure what's causing this to happen. My laptop warranty expired exactly 3 weeks ago.

Any update on this? Still seeing the Intel Rapid Storage Technology F6 Driver (4YCWF) failing on my Latitude 7490 today.

I do see the same thing on my Precision 3510.
Some of the updates worked well but one cannot be downloaded for some reason.
