Please define "load".
There are minimum hardware requirements for Windows 10 and Windows 11. Although 4GB RAM was called out as a minimum for Win10-32bit, if that's all the RAM you have, stick with Windows 7. You purchased the PC with that OS and the hardware should run OK. Just be sure that you keep a good firewall and virus protection on the machine.
I have an old Latitude that Dell claims in not compatible with Win10. I installed 8GB RAM and run Win10-64bit Pro with no problems. 8 GB is the minimum practical memory for Windows 10.

Windows 10 will require about 8GB memory for your computer to run efficiently. Do you know amount of memory installed in the computer? If no, please read the information in link below:

According to Owner's manual, your computer support 1 GB, 2 GB, 4 GB, or 8 GB

Now, you could upgrade but it would involve more $$.
--> Look inside the battery bay and see if there's a license sticker for Windows 7.
If so, you could upgrade to Win10, but if you're going to do that you'll want to purchase more RAM and an SSD. Also, I would only do this if the machine has a built-in webcam. Everyone is having web meetings these days so that is hardware you'll need for school or work.
