Just adding my two cents as I was able to get this to work for me also. For me I needed to install Windows 7 64bit from a bootable USB made using the iso file. I had to then apply the KB fix BEFORE applying any Windows updates. If I applied a Windows service pack before applying the fix, Windows would report that the KB fix did not apply to my laptop and would not run.  After installing the KB fix I am able to install all the Dell drivers.

Doesn't appear to be related to the machine.  It is the install missing the update.  It resolved my issue on a E5570.

It looked like installing update KB2533623 before applying SP1 would be my solution also but I was unable to do this.  My install disk for Win7 already includes SP1.  So l looked at how to uninstall it.  But in Programs and Features it is not listed and it turns out if it was included in the original install then it CAN'T be removed.  See

So it appears I'm stuck unless I can locate a Win7 64 bit install disk that doesn't include SP1.

I had this problem today installing Win764 on a Dell 9020. Could not install drivers downloaded from another computer on a USB stick. None of the solutions provided here worked, this one below did.

Microsoft no longer publishes KB2533623 for Windows 7.  

However, this update is included in 2018-09 Security Monthly Rollup KB4457114 

Once KB4457144 is installed, the Update for Kernel-Mode Driver KB2685811 should be installed.  Now, your drivers and downloads from Dell will finally execute to completion.

BTW: Dell often puts its NIC drivers in the network diagnostics software.

You can Download https://www.catalog.update.microsoft.com/Search.aspx?q=KB4457144  (which includes  KB2533623)   And you can Download https://www.catalog.update.microsoft.com/Search.aspx?q=Windows%207%20x64%20KB2685811    (those links have a button with "download" written on it btw).  (I think I did the former link and forgot the latter link, and it didn't work, maybe would've worked if i'd done both, but doesn't matter 'cos there's a simpler solution).

Or Simple solution here.  and/or if you can't get individual updates to do it. 

Just do a full update of Windows 7 (you know, clicking the bottom left, type "windows update", and click that).

Also I understand some get/make a fully updated Windows 7 ISO anyway.

Problem solved - for my Optiplex 7040 anyway.  Found the solution here: https://thecomputerguy.co/procedure-entry-point-error/

Simply install this Microsoft update: https://thecomputerguy.co/wp-content/uploads/2019/12/Windows6.1-KB2533623-x64.zip and everything installs fine.

Hi

I had the same problem, was very simple the solution to install drivers from Dell: Download the drivers from Dell in a pc with Windows 10, and run the installer, when the application start, you can select install... or EXTRACT. BINGO: only extract the files, and copy to a USB stick to install in the pc with Windows 7. I installed all drivers without problem in Optiplex 7010.

No Events found!
