E7470 camera not working

My camera is not detected and the right usb port is dead too. I got a prompting message that usb has overcurrent. I tried all suggestions found online, but I can't make it work.

I moved the display assembly to another laptop and camera works. It is not faulty.

I think there's some transistor causing overcurrent which makes system to shutdown usb port and camera.

I made some inspection usb looks physically fine.

Any suggestions are appreciated.

I think there is a detection switch that shuts down the USB port? I need to identify it/

I found that UI3 chip (Usb Detection controller switch)

gets too hot immediately after powering the motherboard. 

I don't know if it is faulty or something else cause it to be hot.

Now I removed a shorted capacitor. The chip doesn't get hot and I get 5 v from usb port.

I haven't found a replacement yet. I am not sure if this would cause any damage.
