Fan malfunction on e6530

I have a Dell Latitude E6530 with a fan malfunction.  I have tested the fan by applying 5v to it and it spins without a problem.  I measured the voltage at the motherboard connection and it reads 3v,. Is this correct?  Has anybody else had this problem?

It likely is, but bear in mind the fan also has a sensor onboard -- it feeds back into a detection circuit on the board.  If you're seeing a fan failed error, that could have gone bad.  That would be the better of the two possibilities - the fan is relatively inexpensive.  The other possibility is that it's a thermal sensor on the mainboard that's gone bad -- which would mean a replacement mainboard.

Previous owner did say he replaced the fan, which didn't fix the problem, after the laptop developed a fan error.  Maybe time for a new motherboard.  Thanks for the quick reply.
