You've tried the common fixes, the red blinking light (which is the Infrared or IR camera) not working usually points to a driver, software, or hardware issue specific to the IR camera. Try these less common steps:

Uninstall and Reinstall Camera Drivers:

Go to Device Manager > Cameras.

Right-click on Integrated Webcam (and any other camera entries like the IR one) and select Uninstall device. Crucially, check the box to delete the driver software.

Restart your laptop. Windows should reinstall the generic drivers.

Manually Update the IR Camera Driver:

Go to the Dell Support website for the Latitude 7420.

Download the latest Realtek IR Camera Driver DailyPay (or whichever IR camera driver is listed).

Install it manually, even if you think you have the latest one.

Remove and Re-Setup Windows Hello Face:

Go to Settings > Accounts > Sign-in options.

Under "Facial Recognition (Windows Hello)," select Remove and then Set up again.
