Latitude 3520 not booting from windows 11 ISO / USB / asking to select a file.

I really wish Dell would stop making the bios so cumbersome the imaging stick works fine on the other laptops, it took 3 tries to image to ubuntu but it did it now i am trying to image it back to windows 11 and i select the setup.exe file and the win11 iso file but neither works. 

Why does it not just have a option to boot from usb like it used to? and what file should it be? 

( Secure boot is turned off and AHCI boot is turned on and it imaged from windows 10 to Ubuntu as mentioned above but i took a few tries )
