Latitude 9520, Windows 10 2004, integrated webcam issue

I had this issue with integrated web cam. I updated bios, uninstalled drivers and did every basic troubleshooting. No luck. Finally the solution I found is to turn the camera on using the F9 key to enable and disable the function.(Dell 9520) I Know it was a silly response but many people aren't aware of this feature.
