If it's the hard drive password that's lost, you'll need a data recovery service - Gillware, Ontrack, etc. Even Dell cannot remove a password from the drive. If you need the data, it's the only option.

is it the HDD password, Windows bootup password or the Bitlocker password, then we are you located more or less maybe we can assist you.

if the drive password or Windows password is missing then it should not be a issue to get access to the data with propper tools, but if the Bitlocker recovery key is missing then no data at all.
