Firstly I should have said I am running Win 10 Pro build 1903 with latest update (May).
I am not very technically minded and am completely confused with this but I will try to describe as best I can.
There seems to be two problems.
1. A possible conflict between an internal optical drive (which is not working for video) and a new USB optical drive possibly affecting back up process to a USB drive.
2. The laptop being put into Flight Mode when restarted after physically removing the internal optical drive to see if it eliminates any conflict.
The back up is for Files in Libraries and personal Folders for all users and a System image. It is done via Settings>Back Up and using the Back up and Restore Win 7 option. This was done to an external USB hard drive and has never been a problem. The back up failures have only begun since I started using an external USB optical drive to edit and write video/movies to DVD discs because the internal optical drive wasn't working for video. Both optical drives show in File explorer. The next scheduled back up failed and after retrying failed again. I thought this may have been caused because the internal optical drive (which wasn't working for video) was conflicting with the USB one. I uninstalled the internal one via device manager and tried the back up again but it failed again.
When I restart the internal optical drive is found and is reinstalled so I then physically removed the internal optical drive but on start up after doing so the laptop is in Airplane Mode and disconnects WiFi. When I try to connect to WiFi it remains in Flight Mode. When I run the Network troubleshooter I get a message saying a cable is not connected properly. As the laptop is working wireless from a Hub about 10ft away I checked all connections to the hub and all are in order. Reinserting the internal optical drive returns the WiFi connection but trying a back up it fails again.
I do not like using File History as it creates huge amounts of data particularly when working with video files.

I only get an error message saying the Backup has failed. No reason given. When clicking on more information option it said try to run Backup again but that also fails.
The only failed backup error I have had a while ago was that it had failed and the more information gave the message that some files had not been backed up. An option to see which files showed only one which was C:\Users\Tom Gray\Videos\Door Videos. Error: (STATUS_WAIT_2 (0x80070002)). That file did not exist anywhere in my laptop despite several searches of whole system. In the Microsoft Community there were many similar instances of Error: (STATUS_WAIT_2 (0x80070002)) but with different file names. As it was only one non existing file I ignored it and eventually it stopped happening presumably because MS put a fix in the next update.
An update on my issue it that I tried a full Backup and it worked OK including the System Image.
It was done with the internal drive inserted and showing in File Explorer but still not reading Video only Audio. The External USB optical drive was completely disconnected and not shown in File explorer.
Later today I intend to run another full Backup with the External USB optical drive connected and see what happens. I will also try physically removing the internal optical drive and see if the laptop starts up in Flight Mode
I let you know the results but it seems to be the optical drives that are causing the problem.

I have never had to use a Backup so wouldn’t know how reliable it is. There seems to be some advice to use both Windows and a separate source but where do you stop. My reason for complete backups with Sys Image is that some years ago I lost virtually everything on my laptop because I only had a partial backup and it took many many months to nearly get it back. There was some stuff I never got back.
On the Optical drive, I did consider replacing it like for like, however my laptop is getting on in years and I will likely be replacing it. A lot of the more recent ones no longer have an optical drive so I thought it best to get an external one just in case I opt for one of them.
We are glad that the back up was complete if you want to perform a back up for the image that cannot be done using normal back up process. You need to perform a recovery image. Insert your service tag and check using the given link if you have the image available to download https://www.dell.com/support/home/us/en/19/?c=us&l=en&s=dhs.
As previously noted I did a full Backup and System image to USB hard drive with the internal drive inserted and showing in File Explorer (but still only reading Audio and not Video). Successful.
Since posting that, I have Ran full Backups and System Images to the USB hard drive for all the scenarios I can think of that may have caused the problems:
with both internal and external USB optical drives installed and seen in File Explorer. Successful.
with internal optical drive physically removed and USB optical drive not connected. Successful.
with internal optical drive physically removed and USB optical drive connected. Successful.
After physically removing the internal optical drive and restarting the laptop it did not go into Flight Mode as it did before and connected to the internet without any problem.
So it appears I no longer have any problems with these issues, although I have no idea how they have been resolved.
I can only apologise for wasting the time of those who took the trouble to take an interest and thank them for doing so. I think this thread can be closed.

I make complete backup of my PCs hard drives using Clonezilla and it works. Ask me how I know. LOL.

What type of back up are you referring to? Is it data back up to an external drive, or back up during reinstallation/imaging?

Do you get an error when the backup fails? Have you tried checking why the internal optical drive not working?

There have been reports that Windows 10 own backup software is not the most reliable. You might want to read up on that.
Most people use other software. Acronis True Image (not free) and Macrium Reflect Free (free) are some choices to consider.
It is too bad, you didn't simply just replace the internal DVD drive. They are available for about $15 used and $30 brand new on eBay.
