latitude rugged 7214 touchscreen problems

Hi, I have been working on fixing a dell latitude rugged extreme 7214 laptop and have noticed that the touchscreen doesn't work most of the time, but when reset will cause the cursor to jump to specific places on the screen and sit there jittering. If I touch the cursor and drag it will follow my finger anywhere on the screen, but when released will sit where I left it and refuse to react to touch anymore. If in bios it will not just stop where I left it but will jump to one of the afore mentioned place on the screen, (I am guessing the os I use disables the touchscreen when not in bios). Is this a software fixable problem, such as need of drivers or bios upgrade? Or does the screen hardware itself need to be replaced? I have tried using Kali Linux and Linux Mint as the os with the same problems in both. Thanks for the help.
