Multiple boot entries showing as extra HDDs in CCTK

I have 2 identical Latitude 3120 imaged the same exact way and for some reason, CCTK shows that one has 2 HDD boot options in the boot order and the other shows a single one. 

Does anyone know what could cause this? I think the unit thinks there is 2 boot entries and it is showing one as a second HDD. However, the bcd entries on both look exactly the same, I even went as far as running bcdboot /bcdclean to remove duplicates. It did not make any difference.
