need software/drivers

Hello, I have a Dell Latitude E6520 with Windows 10 Pro 64 bit, that ive spent alotta time and money invested in trying to  make this amaz-balls and i was wondering about both the SIM card slot, and the Smart Card slot,.. so far in Ontario I've tried 5 of the major cell companys for mobile net via SIM slot,...No Dice. does anyone know anyway i can activlely use this for mobile data?....same question goes for any functioning purpose for the Smart Card reader slot...any info would be greatly appreciated, thank you.
