Network Controller not working latitude 7480
Upgraded to windows 10 32 bit. In the device manager, the Network Controller, PCI Data acquisition and Signal Processing Controller are not working even with the updates from Dell. Also used the driver support for wireless adapters, and two were available. Tried to update, and install fails every single time. Did a bios update, tried everything. Uninstalling the device didn't work as it came back after boot up with the yellow mark- still won't work. My ethernet works, but wireless won't. This is a new (used) laptop for me. I am not a newbie and understand a little bit about networking, software, hardware, etc. Even tried removing the card and re-installing it. It shows up in the bios too, so not sure what to do next.

@gemgalaxy I'm not sure this will resolve the issue (depends on the drivers being offered), but even if your system were working right now I would strongly recommend that you install Windows 10 64-bit rather than 32-bit. The same product key/license can be used for the 64-bit version as long as you stick to the same edition (e.g. Home, Pro, etc.) Windows 10 32-bit can only use up to 4GB of total memory and will only allocate up to 2GB to any single process. If Dell only offers 64-bit drivers for Windows 10, that might also solve your issue.
