You didn't tell us your laptop model. You didn't tell us what features are not there.
I'm going to guess that you inserted a SIM card into a laptop that was not ordered with WWAN option, and now you wonder why you can't get WWAN service.
If the laptop already has the WWAN antenna installed, then it's possible to install a WWAN card and get it functional. If the antenna is not present, then the job would not be trivial.
To install the WWAN antenna would require disassembling the display which, given that some parts are glued together and some are fragile, comes with a high risk of damage. Alternatively, you could replace the display with one containing the WWAN antenna.
You can get external WWAN adapters that connect to a USB port.
The exact model number of your system is needed for further help. Also in addition to a SIM card you must have a WWAN card installed. This Dell support page has more information.
