the black rectangle

ok so on my latitude D420 on the side of the back with all the ports are it has a black square and its plastic it's just plain black it's not a port ether what is it?

A picture would greatly help.  

Many times, the options ordered when new will determine what ports and port types are available.  Likely this is the case and its a cover for a blank (not used) option.

From the user guide:

infrared sensor — Lets you transfer files from your computer to another infrared-compatible device without using cable connections.
When you receive your computer, the infrared sensor is disabled. You can use the system setup program (see System Setup Program) to enable the infrared
sensor. For information on transferring data, see Windows Help, the Help and Support Center, or the documentation that came with your infrared-compatible
device.

You would need another Infrared compatible device from the 2013 era of this computer.  Realistically, a not used port.
