I don't know but it could be that model didn't actually support that feature.
I'm assuming you are using the latest bios version.

this is all version of BIOS:
My current BIOS is A11, I try to install al this version but nothing work.
If this model Don't support to upgrade BIOS why I see BIOS update in this link:
https://www.dell.com/support/home/en-us/product-support/product/latitude-e6530/drivers

I am having a similar issue. I am running Fedora Linux on a Dell Latitude E6420 with BIOS A03. I have the current BIOS on a flash drive but when booting to BIOS, BIOS Flash Update is not on the list to choose. How do I update the BIOS this way?

Some old versions of BIOS had a windows specific updater that updates directly from Windows only. Using a USB bootable device is not an option.
I was working on a Dell Inspiron 3647 and the .exe update file would not work independent from Windows. The system has Linux on it, so I located an old hard drive with Windows 10 and booted to that for the update instead of the Linux SSD.
First attempt failed because the system was setup for Legacy non secure boot. Had to set BIOS to secure boot with UEFI and it worked just fine. Reset BIOS back to legacy without secure boot, reinstalled the Linux SSD and Linux boots just fine.
Some systems can only be updated from a valid Windows installation.
