Windows 7 installation
I’m trying to install Windows 7 on my latitude 3190 and I got the iso loaded but when I enter the f12 menu I select my usb drive and it does its normal loading files but once it’s on starting windows it just sits there forever. Does anyone know a fix or a way to get win 7 on here. I am aware how old win 7 is, I’m just bored and I have nothing to do

There's no way any Microsoft released version of Windows 7 will install on this model -- the CPU is too new. And there's no guarantee there's any way to make this work at all, so proceed with that in mind.
You basically need to build a custom boot drive with a custom boot image containing all the necessary drivers to do the installation. There are many ways to do this, but you'll need to start with a list of all the hardware in the system and then search for Windows 7 drivers. Generally, USB support is the biggest initial hurdle, as Microsoft never updated Windows 7 install media for newer USB3 chipsets.
How much time you want to spend on the project is up to you, but you will need another working system and an ISO writer to be able to start the project.
