I hope dell support will contact me to solve my problem, i thuink laptop is new enough (1 year) to work with windows hello, it it quite good config - i5, 512 ssd, 16 gb ram, lte, gps, nfc ..... it should work. Microsoft support and community cannot solve the problem, Dell support (by the phone) says it should work, they say cammera is ok - Realtek IR camera ....
There may be hardware driver updates that are available or pending a restart. Updating your Surface might fix issues you're having with Windows Hello. To check for updates, select Start > Settings > Update & security > Windows Update > Check for updates. Install any updates that you need. After you've installed the necessary updates, select Start > Power > Restart (or Update and restart).

every thing is up to date, all drivers, even bios and chipset. Windows face recognittion still not working ...

Check for updates and restart your Laptop

Hi, thank you for sharing the details. We would advise to remove the service tag from public viewing for privacy reason.
You can try resetting the Windows Hello Biometric Database and check if that helps. Please follow the steps mentioned below:
Press Windows key + R, to open Run dialog box.
Type services.msc and click on OK.
Look for Windows Biometric Service, double click on it and click on Stop.
Now, go to C:\Windows\System32\WinBioDatabase, take a backup of all the files inside the WinBioDatabase folder.
After taking a backup of the files, delete all the files.
Now, open Services by following step 1 and 2, and restart the Windows Biometric Service.
Go to Start >> Settings >> Accounts >> Sign-in options and register the Face data again.

Thanks for your post, unfortunatly steps taken by Your advice dosen't solve the problem.
