Wrong CPU base speed 1.5 GHz instead of 2.6 GHz
Hello,
I bought new laptop latitude 5520 a month ago, CPU I5 1145G7, and I noticed that the bios and the task manager show the wrong CPU speed 1.5 GHz instead of 2.6 GHz, I checked the official Intel website, and I found that the base speed is 2.6 GHz, even when deactivating the Speed Step feature in the bios nothing was changed.
No Events found!

Since you have a warranty, call Dell to see if they'll exchange the system board under warranty.

The system will run at 2.6 GHz only when the present load demands it and when the cooling is sufficient to sustain 2.6 GHz.
The lower pair of numbers are for power conservation (1.1 GHz at 12 W vs. 2.6 GHz at 28W).
Your CPU is operating exactly as it was designed to.

Hello,
Thanks for your reply, my concern is about VMware, it use the base frequency for virtual machines 1.5ghz wich is not enough to run virtual machines that contains visuel studio, sql server ..., Even when I increase the number of cpu cores it doesn't help.
I have a second laptop that has the same setup but cpu base speed is 2.60ghz.

On the system in question, is the AC adapter you're using OEM Dell, and is it correctly sensed in setup (F2 at powerup)?

yes, I'm using DELL ac adapter 65w which is provided with the laptop

How can I know that ? When I check the bios overview I can see the battery state is: charging and AC adapter: 65w. Did I answered your question?

The question is, does the system correctly identify it?
F2 at powerup to check in setup.

Yes, that means the issue cannot be a result of a failure to detect the AC adapter.
Reactive SpeedStep -- if that doesn't solve the issue, contact Dell for warranty repair.

Your photograph indicates the system is running on battery (and that the charge level of the battery is low). That will indeed reduce the CPU speed -- but it is running at 3.3 GHz, which means other than that the battery needs a charge, I do not think anything is wrong.
You won't be running multiple VMs off AC power anyway.

I think it is more complicated, from my experience it should be a fixed value depends on the cpu, but in my case it shows some values randomly, and it disappears once i restart the laptop. I'm wondering why other laptops shows exactly the base speed value of the cpu, no more no less.

I already did it several times, sometimes I get different values of cpu base speed randomly, but when I reboot the laptop it get back to 1.5ghz (take a look at the photo).

It shows 1.5ghz even when the ac adaptor is plugged.

Run a full system diagnostic (F12 at powerup). Record any errors by number (2000-0133, etc.) along with the validation codes.
