Error message "application not found"

Starting sometime yesterday, when I click any desktop website icon I get an error message. The only internt icon that works is IE. When I'm on the web I can click all favorites, links, and icons in the tray. When I create a new icon ti won't work either.

I didn't make any changes that I know of to my computer.
