How do I properly install Xubuntu?

Hello, I don't have the Haswell XPS 13 yet but before I get it, I'd like to know what is the proper way to install Xubuntu 12.04.4 and get all the hardware working properly. I assume I start with the official Xubuntu ISO from http://cdimage.ubuntu.com/xubuntu/releases/12.04/release.

Do I then download and install this driver package? http://www.dell.com/support/drivers/us/en/04/DriverDetails/Product/xps-13-9333?driverId=4NTWR&osCode=1204A&fileId=3322730329&languageCode=EN&categoryId=CS

Does the above driver work with Xubuntu 12.04.4?  From my experience, drivers and other software that touch low level stuff can be highly dependent upon the Linux kernel version. Depending on which 12.04 point release you started from, the kernel and graphics stack version can be different. Here's more info on it: https://wiki.ubuntu.com/Kernel/LTSEnablementStack

So, if the above driver is the official way to reinstall Ubuntu and possibly its derivatives and get everything working, do I need to stay with a specific version of Ubuntu's LTS hardware enablement (HWE) stack? Also, if I want to update to the next HWE stack this August, will I need to wait for a new driver package before doing so? If so,  I assume the driver page should have instructions on removing and replacing the existing drivers.
