You need a Perc card/RAID controller to do this, but yes ... it is easiest to do with the Perc controller software ... you can enter the controller setup and just bring the new disk online and configure it.
You can't simply plug a new harddrive into a server and create a RAID (hardware) ... you can use mdadm to create a software RAID1 ... similar to the hardware RAID but there isn't a separate RAID controller, it is all controlled by the kernel/software.
The Dell supplied linux drivers for these cards are broken and the kernel module generally will fail to build properly. It is quite easy to fix but Dell seems to not be that interested. This applies to the SAS 5/iR also, and probably any other LSI Logic based controller.
