TBH I said something that was wrong and since I'm not a moderator and don't have the ability to delete posts that was the reason for my "(Post Deleted)" response....
Anyway the only thing that I can think of is if the 3rd user account you created - is it an admin account or a normal user account?
Probably compiz needs to be told to enable 3d. Might have to download the compiz icon and manually start it.
As for me, when I ran into all kinds of bugs and setup snafus like this with Ubuntu 8.04, I decided to try LinuxMint. Elyssa - Ubuntu with all the trimmings. Works perfetct for me.
Lots of bug fixes and Ubuntu configurations that I don't want to spend my time with. Generally has most of the non-free stuff already pre-loaded.
Tons better user tools IMHO. Many added programs to the Ubuntu repo.
My bet is the problem probably disappears with Mint.
You said that the two previous a/c's have root privledges then it is most likely that your new a/c does not have group access to enable desktop effects.
My suggestion would be check the group memberships for your new a/c and check that it is a member of the video group.
ok....i read on internet and maybe la intel gma 3100 not support 2 sessions with compiz desktop effects..... this card video have it more 250 megas on memory
