Have you tried to install the Synaptics Touchpad Driver?

You can try to disable and enable the touch pad with FN+F11 and if the issue persists you might be facing a hardware problem.

FN + F11 doesn't work either. My issue is odd. When my computer turns on after going to sleep, the mouse does not work. Even after re-starting it, some days it still won't work.
