Usually on all computers the fans dry out in the bearing and seize ( wont start unless spun by hand ), pull off the foil label in the centre of the fan and you will see a white plastic retainer circlip on the end of the shaft, use a needle to work it off ( it is usually split ) then pull out the shaft with the fan blade, you will feel the pull of the magnets, clean the bearing and shaft with Isopropynol untill it shines, add a few drops of 3-in one oil and reassemble, don't worry about replacing the foil. Test with a 9volt battery on the red and black leads, if it runs then re-install. Because these PC's run so hot you may have to do this annualy. I have been doing this for 30 years and it works. I am so glad that my Commodore64 has no fan.
Just to add, the RED lead is always the + terminal in electrical terms, the - is always black when referenced to DC current, with exceptions when they have been used once in a common circuit with more than one voltage, hence the Yellow and red leads from your PS. With exceptions; :-)
