Random Error

Question

I started my computer up today and was greeted with this error no idea what it is and what it means if any one could help would be very greatfull System.Threading.ThreadStateException: Thread is running or terminated; it cannot restart. Try uninstalling and reinstalling command center, make sure you have dotnet framework 4.0 if running win 7 and dotnet framework 3.5 if running win 8
