If you can't get Dell Diags to detect and test the MIO-Board outside of Windows ... it will have to be replaced/swapped-out. (Period)
When you install CommandCenter v2.6.0.x or higher, if it detects that the MIO-Board still has the old v1.x Firmware, it will flash it up to v2.x Firmware. If this part doesn't go exactly right, the firmware flash routine will sometimes "brick" the MIO-Board.
There have been others that report the MIO-Board fails after clean installing Win-7. For this reason, I now recommend un-plugging the MIO-Board during Win-7 install (just like it's a good idea to remove all extra hardware from machine during initial install). Personally, I think its more to do with the Firmware 1.x/2.x flashing ... but only Dell really knows for sure.

when you say "detect and test the MIO-Board outside of Windows..." can you clarify that, please? i my system may be bricked by the most recent CC update, and I am having this same issue. i can test all the fans and CPU via Dell Diags, but i don't see anything that specifically says "MIO-Board".

See my posts here (read carefully):
http://en.community.dell.com/owners-club/alienware/f/3746/p/19454040/20128296.aspx#20128296
If the MIO-Board is:
1. Locked up or dead
2. USB cable is disconnected (it's comm. to motherboard)
3. Not getting power
4. Moon is in wrong position in sky
Dell Diags will not be able to detect it. Therefore, it will not make the dedicated MIO-Board test available for selection. IIRC, other related tests (like the Lights) will also be missing.
This all counts as a FAILED TEST.

so, to report back, i have:
my alien head is dark and my Device Manager still says that the USB is an "Unknown Device."
i'm guessing this is where i reach out to Dell to get a new MIO board, but since i'm not under warranty anymore, that makes me kind grumpy to do it.

i should add that the light on the MIO board is on and the fans are running. i ran Dell Diags a bunch of times, and can test the fans, but nothing specific for the MIO board is coming up.

You didn't mention trying "Power Dissipation Fix".
If the MIO-Board is un-detectable and un-testable in Dell Diags, you will have to replace it.
If that doesn't work, you will have to get a new MIO-Board.
Call Dell Spare Parts 1-800-357-3355 and ask for the part number for prices and availability. I think they might be around $100. If you are under warranty or less than 6 months outside of warranty, you might be able to get a free swap (through tech support)
MIO-Board - Part Numbers:
Aurora-R1
2JXP2 : Master I/O Board ALX
P0GVP : Master I/O Board Standard
If you have motorized louvers on top, you have an ALX.
If just a plainer top with honey-comb hole pattern, you need the Standard
