This is a proprietary part, if your system is not under warranty, you can buy a replacement from Dell Spare Parts,
 
You may have problems installing the D-3100 motherboard in a standard case, it has propreitary features and you will need to carry out rewiring and sheetmetal work.

it sounds like the spring for the power button may be disaligned? im not so sure about that, u might want to take off the front cover and take a look at it... and no the 3100 mobo is not standard ATX, sorry! lol, take it easy, ravi

What's the trick to remove the front cover? I removed the two screws at the bottom front holding the dark gray panel, but I don't know how to release the top. I removed the center screw from the inside-top of the case, but nothing is letting loose.

thats the manual, i dont see anywhere to remove the cover so you can look at the power button... wow this is strange... ,ravi

I had a look at the manual at first too. Thanks for trying. I'm on HOLD right with Dell Tech support.. but I wonder if they'll help for this simple information. The 1-yr warranty ran out on this pc on Jan 6th.
