A disk read error occurred problem

Not able to boot into Windows 7 on Dell Inspiron One 2320.  Displays A "Disk read error occurred. Press ctrl+alt+delete to restart” problem.  When ctrl+alt+delete keys are selected, it continues to say "Reboot and select proper boot device or insert boot media in selected boot drive."

I was able to get into F12 and run Computer Diagnostic. Showed a hard drive issue, error code 2000-0151.  Validation Code: 30448.

Was not able to successfully get into F8 and F2.  Tried to repair through F8 one time it showed the menu but nothing happens, just a blank black screen.  

Not sure what to try next.  Assistance would be most appreciated.
