Download and install SpyBot Search and Destroy. Disable system restore (you'll lose your restore points by doing so)>
Reboot the system into safe mode. Re-scan with your updated AV program. Scan with AdAware, then scan with SpyBot.
Use care with SpyBot. If you're unsure if you can delete any files it finds, make notes and search google to determine if they need to be removed or not.
I'm also assuming that you're running some sort of hardware or software firewall. If not, do so immediately along with obtaining all of your Windows critical updates and service packs.
I know that some Norton AV components are listed in MSconfig with similar titles (i.e.-cc_app/symantec, etc.)
So, if you've scanned use all mentioned before, you have no known virus/worm/trojans, no adware, spyware, or malware, and your biggest concern is system speed?
And, as you point out, you're at 94% resources free when you boot to desktop?
Perhaps file corruption somewhere? How old has this install of WinMe been on the machine?
Rambo, I did a google search and found out that the cc programs were Symantic/Norton. Checked processes and found out that tcpsvcs.exe was using 99% of the cpu. Went back to google to find out what tcpsvcs.exe was and how to fix it. Suggestion was to turn off and back on Internet Protocols. I had 2 running. One of which was a microsoft product, version6, I didn't write down the name.....duh. I uninstalled the micro product and re-booted before I realized I had removed it instead of just turning it off....double duh. My system is running great now, the cpu usage for the tcpsvcs.exe is down to 3%. Now I'm wondering, did I stumble upon the problem, or have I messed up something and don't know it yet? Thanks for all your help.

You seem to have helped people with a problem with tcpsvcs.exe taking up 97%+ of CPU. I have same problem. However, not sure how to turn off, then back on IP protocols. Can you help please?
