I'd go with the p4 as far as performance goes they both have good performance.The amd is cheaper unless you get the top of the line then there is little difference.The main thing is the front side bus speed and here the p4 leaves the amd in the dust.
I'd say that if you're not going to take advantage of RDRAM you should probably go with AMD.. Both processors perform well, with P4's having a small edge because of rambus memory bandwidth. you probably will save a few bucks.. although not much.($20) on an AMD cpu versus P4 depending on how high end you're looking to get. Having said that.. I have a pentium myself. so i guess i wasnt much help :)
If you do go AMD, get a board with nvidia's nforce chipset. With dual DDR 400 those things are blazing fast. But I would still wait for Intel's 800mhz FSB chipset to hit the market in April or May.
When it comes to efficiency of instructions per clock, AMD has the advantage. It's just that Intel's architecture is so much more scaleable that they have the GHZ and FSB advantage which barely pushes them over AMD in performance, and moreso with RDRAM. AMD is definitely the best bang for the buck right now....the majority of hardcore gamers have custom AMD rigs.

Hold off a little while iggy.
Intel will be releasing some new 800MHz FSB chipset very shortly. Make your decision then.
