Application Cannot Be Started
I just cleaned off the hard drive of my Dell Dimension 2350. It has Windows XP Home Edition with SP3, with a Pendium 4 2.2 Ghz processor and 512 MB RAM. It has integrated sound and Video. I am trying to download and install the video drivers, but each time I try, I get a message that says "Application Cannot be Started. Contact application vendor." Details are as follows in part:
ERROR SUMMARY

* Activation of http://xserv.dell.com/dm/DownloadManager/DellDriverDownloadManager.application?c=us&l=en&fileid=104486&fileloc=ftp://ftp.us.dell.com/video/R79733.EXE&size=4255056&IsSecure=false resulted in exception. Following failure messages were detected:
+ Failed to load the runtime. (Exception from HRESULT: 0x80131700)
COMPONENT STORE TRANSACTION FAILURE SUMMARY
No transaction error was detected.
WARNINGS
There were no warnings during this operation.
Is there anything I can do to correct this error? It mentions the Download Manager, but that is not what I was downloading. It was the video drivers...
Any help or ideas appreciated.

When you first click Download for a driver, you're given 2 choices - the "recommended" Dell Download Manager, or Download using your browser. Sounds like you chose the Download Manager, which does download an application - but it's finicky and buggy. Picture of that choice below.

That little "remember me" checkbox sets a cookie to keep your choice a default option. To clear out the download manager and try again with just the browser option, clear all the cookies in your internet browser cache (or just the Dell cookies), then go back to the downloads page and select the Browser option.
EDIT: On a clean install, the driver install order is important, especially if you're using integrated audio/video/ethernet. Install the chipset driver first to be sure all the components are properly mapped/recognized, then remaining drivers like audio, video, network/ethernet, etc.

Thanks Alexandra_P. I did not install the chipset first so I will do another clean install and do as you suggested..thanks for all of your help..

If you've sorted out how to download the drivers (download manager vs. plain old browser download) and are just worried about the order - don't necessarily have to start all over from scratch. Unless you want to.
Download the chipset driver and try installing it in safe mode (reboot and tap F8 until it beeps, select safe mode). Then reboot in normal mode and install the rest of the drivers using the browser download option.
