Bios - Keyboard does not function!

I just bought a new computer - DELL Inspiron 531. But there is a problem, when bios loads keyboard does not function at all! I keep clicking F2 for setup but nothing happens. Some people told me that it's because I have USB keyboard, but how can this be? DELL sold me like that, bios should work with USB keyboard
 
any help?

It could be where the keyboard is plugged in.  In many cases only certain USB ports are active at boot up, the others are only active after Windows (or Vista) starts. Check the Dell setup instructions to see if there is a specific USB port shown for the keyboard and mouse.

Did you check the setup sheet that came with the PC and verify that you have the keyboard plugged into the correct USB port?

that's the problem. I can't access setup.
When computer boots, I would click F2 for setup, but keyboard does not work.

Yes, keyboard is connected correctly. Also that DELL bios screen is showing for a long time, at least 15 seconds. before it was like 3 seconds.

Since this is a new PC, best to call Dell support and get it straightened out.

I thought this was happening. The trick I found is to watch the keyboard LED on reboot. When it comes on, hit the Key when it is turned off.

Unfortunately the LED is not always lit on power on, and it is very annoying BIOS bug, because I have to use F12 Boot menu, to boot from 2nd hard disk.

If no joy here, I suggest we both report bugs, as the Dell BIOS 1.03 is a major time waster and I wish I had done another self build and have proper BIOS options rather than this hiding of info, we need.
