BIOS will not boot when connecting SATA Hard Drive to Motherboard

I recently replaced the motherboard on my Dell Optiplex 740 (bad BIOS flash on the old board...)  When I got everything reconnected, I hooked my primary hard drive (Seagate 160Gb SATA) and proceded to boot my PC.  The BIOS will load through the Dell progress bar, but hangs when trying to load into setup with the hard drive connected.  When I disconnect the SATA Drive, it boots fine into BIOS setup.  I've tried other SATA cables, and other power connectors to the drive, but BIOS will hang every time.  BIOS Revision is 1.1.8.  Any suggestions on something I might be missing?

With hard drive and all other internal hardware connected, disconnect system from the wall and press/hold power button the tower for ~15 sec. Open the case and remove the battery from the motherboard and press/hold the power button for ~30 sec. Reinstall battery (right side up!), close the case and see if it boots now.

<>If not, run BIOS setup and see how the SATA ports are set, eg:

RAID On

RAID Autodetect/AHCI

RAID Autodetect/ATA

If you don't have a RAID setup, try the other 2 settings, until you find one that works.
